Hotel LucyMontezuma, Costa Rica Text©Beatrice Blake-New Key to Costa Rica In 1993, just as we were about to leave town, some friends informed us that the municipality had a bulldozer on its way to destroy Lucy’s. Like many other establishments at Montezuma, Lucy’s is built within 50 meters of the high-tide line, a zone the Costa Rican government has wisely established as an inviolable public area. But destroying Lucy’s would be a case of selective enforcement. Since the owner of Lucy’s is a feisty guy without connections to politicians, his hotel was targeted. We went to Lucy’s that morning and saw half of the town staked out in front of the hotel in defiance of the approaching bulldozer. Along with the dozer came several rural guards and the mayor of Cóbano. The crowd successfully intimidated the officials; Lucy’s still stands, and has been recently renovated.
